Turning Data into Knowledge

Every day, transport networks generate huge amounts of traffic data. The real value comes from turning that data into clear insights that help transport authorities make better decisions.

One of the biggest challenges is understanding how drivers behave on different roads. Knowing where speeding happens, how often it occurs and whether it is improving over time helps authorities measure the success of road safety initiatives and decide where action is needed.

Clearview Intelligence’s Insight platform makes this easier by bringing together traffic data, reporting and analysis in one place.

Rather than simply recording vehicle speeds, Insight helps transport teams understand the bigger picture. It shows where speeding is happening, how it changes over time and how driver behaviour differs across different types of roads.

Crucially, Insight goes further than the typical 85th-percentile speed measure commonly used by transport authorities. While the 85th percentile provides a useful headline indication of the speed at or below which most vehicles are travelling, it does not show how different types of vehicles are behaving. By presenting speed data by vehicle classification, Insight adds important context to the headline figures and provides a more accurate and meaningful picture of speed and road safety performance, without making assumptions about what is driving the results.

The platform also allows authorities to compare locations, monitor entire corridors and produce clear reports that support both day-to-day operations and long-term planning.

Another key benefit is the ability to test different scenarios. By using historical traffic data, transport teams can see how changes to speed enforcement policies or guidelines could affect compliance before making any decisions.

A good example of this is Clearview Intelligence’s work with Transport Scotland.

The project was delivered in two phases. The first looked at six months of speed data from more than 160 monitoring sites across Scotland. The aim was to measure how many vehicles were exceeding the speed limit, taking into account the different speed limits that apply to different types of vehicles. This gave Transport Scotland a clear picture of current speed compliance and helped measure progress against its road safety objectives.

The second phase used the same data over a longer period to explore how changes to speed enforcement guidelines could affect driver behaviour. Instead of relying on estimates, Transport Scotland could use real-world data to understand the likely impact of different enforcement approaches before making policy decisions.

By turning traffic data into easy-to-understand reports and meaningful insights, Insight helps transport authorities make more informed decisions about road safety and network performance.

Ultimately, good transport data isn’t just about knowing what happened, it’s about understanding why it happened and using that knowledge to make better decisions for the future.
